ieee.c
Contains some utilities for working with IEEE floating point representation

ieee-info.c
The primary program for this assignment. Used this name, instead of
ieee-exponent, because this name is better.

ieee-examples.c
There are some values that you can't easily type on the command line,
such as infinities and really small numbers. These examples let us
see what our code does with them.

Note:

ieee.c contains a function called ieee_significand_hack. This is a
clever way to compute the significand. We first parse the bits
as an integer. That integer will be much too big, since the 1/2 bit
will be treated as 2^22, the 1/4 bit will be 2^21, and so on and so
forth. So, we scale it by dividing 2^23.
